ISD 279 Superintendent Contract Renewed

After nine years as superintendent of the Osseo Area Schools, the District 279 School Board decided to continue with the leadership of Dr. Katheryn Maguire by approving a three-year superintendent contract beginning July 1, 2016 through June 30, 2019 during the Dec. 8, 2015 school board meeting.

Details of Maguire’s renewed contract essentially remain the same as her previous contract, and includes an annual salary of $204,255. In addition to previsions for personal and sick leave, insurance, and other items, Maguire’s contract includes a potential “annual performance incentive” to be determined “at the discretion of the School Board” based on Maguire’s success in meeting mutually agreed upon objectives. As part of the contact, the school board agreed to provide a written, annual evaluation of Maguire’s performance, including reaching goals and objectives.

The contract renewal was approved on a 5-1 vote, with Director Jessica Craig voting against the contract renewal. “My ‘no’ vote on this contract tonight is a gentle reminder that our superintendent is accountable to families in our district represented by this board. They deserve the best leadership possible with full disclosure,” Craig said among her comments.   “My hope is that we can do things better in regards to transparency.”

“I have found that the superintendent has been very straight forward and above-board and as transparent as I have found. I personally have no concerns,” Director Jim Burgett said, voting in support of contract renewal for Superintendent Maguire. Other board members described their “positive” experience working with Maguire.  

“I have served our district for more than 30 years and am honored to work with such dedicated students and families, committed staff, and excellent leaders. There’s no place I’d rather be than right here in Osseo Area Schools,” Maguire told Maple Grove Voice.

In a separate item on the Dec. 8 agenda, the District 279 School Board entered into an agreement with Maguire in relation to a previous letter of agreement entered into June 15, 2010.

In the 2010 agreement, the school district agreed to transfer 109.5 “accumulated and unused sick leave days” from Maguire’s previous employment as an assistant superintendent to the superintendent contact. Basically, she would be paid for the accumulated and unused sick leave days after no longer being employed with the school district.

At the Dec. 8 meeting, the school board agreed to a new letter of agreement which allowed for the “accumulated and unused sick leave days” to be paid out in full (totaling $72,528.42) in January 2016 instead of at the end of Maguire’s employment with District 279.

The letter of agreement was approved by a 5-1 vote, with Craig voting no indicating with such “large class sizes” the “financial commitment at this time sends the wrong message.”  Burgett said it was an “amount contractually owed” and he was “happy to support.”
